Downtown Amesbury. Park in public lots around the Upper Millyard off Main Street / Water Street, then walk the bridges and mill-adjacent sidewalks for views of the stepped dam drops. Use the Lower Millyard area for the downstream angles. Expect pavement, not a trail.
